Transnational Cooperation Programme Interreg Atlantic Area 2021-2027 – First call for proposals 2022

Objectives

The Interreg Atlantic Area Programme 2021-2027 is an EU transnational cooperation programme, funded by the European Regional Development Fund (ERDF) under the European Territorial Cooperation objective of the EU Cohesion Policy. The Programme’s mission is to be at the forefront of the transition to a unique, carbon neutral and climate resilient Atlantic Area Region. The Programme will foster the integration of sustainable economic development, societal well-being, and the preservation of biodiversity through transnational cooperation.

Interreg AA encompasses four priorities in total, involving in this first call three of them (1, 2 and 3) and 7 specific objectives, as follows:

  1. Priority 1. Blue innovation and competitiveness

SO 1.1) Developing and enhancing research and innovation capacities and the uptake of advanced technologies.

SO 1.2) Reaping the benefits of digitalisation for citizens, companies, research organisations and public authorities.

  1. Priority 2. Blue/Green environment

SO 2.1) Promoting energy efficiency and reducing greenhouse gas emissions.

SO 2.4) Promoting climate change adaptation and disaster risk prevention and resilience, taking into account eco-system based approaches.

SO 2.6) Promoting the transition to a circular and resource efficient economy.

SO 2.7) Enhancing protection and preservation of nature, biodiversity and green infrastructure, including in urban areas, and reducing all forms of pollution.

  1. Priority 3. Blue sustainable and social tourism&culture

SO 4.6) Enhancing the role of culture and sustainable tourism in economic development, social inclusion and social innovation

Eligible Activities

The eligible activities promoted by the Programme respective to these SO are as follow:

  1. Priority 1

SO 1.1) Actions that contribute to strengthening (or creating) innovation networks (social and economic), with business support organisations, quadruple helix partnerships and value chains. The link with RSS strategies, also on climate change mitigation and adaptation, as well as with the blue economy, will be positively valued.

SO 1.2) Actions that digitalise the blue economy, especially those aimed at improving and requalifying the skills of workers, companies and organisations. It also includes actions that explore digital innovation in tourism.

  1. Priority 2

SO 2.1) Actions that promote new green/blue energy projects and cooperation and coordination of regional and national areas. Support for SMEs to develop and test pilot energy efficiency projects.

SO 2.4) Actions that focus on preventing natural disasters and preserving the environment, as well as restoring areas that are polluted or overused due to human activity.

SO 2.6) Actions aimed at the circular economy, the reduction and recycling of waste and the reuse of all possible materials, within the framework of the blue economy, giving special importance to seaports as key elements in the blue economy.

SO 2.7) Actions to protect biodiversity, natural heritage and climate change mitigation, especially focused on marine life.

  1. Priority 3

SO 4.6) Actions aimed to strengthening sustainable tourism and supporting the cultural heritage of the Atlantic Area regions, taking into account the need for recovery after Covid-19 and integrating the values of the new European Bauhaus.

Beneficiaries

Beneficiaries must be located in the eligible area of the Programme and develop their activities there. Those entities who are located or operate outside the AA eligible area, they may participate after signing an agreement with the Atlantic Area MA.

Organisations representing the lead partner may be public bodies, universities, educational and research organisations, private (non-profit) institutions and international organisations operating in accordance with national legislation and located in the eligible area of the Programme.

Partner’s eligible entities can be:

  • Local, regional or national public authorities
  • Sectoral agency
  • Infrastructure and (public) service provider
  • Interest groups including NGOs
  • Higher education and research organisations
  • Education/training centre and school
  • Enterprise
  • SME
  • Business support organisation
  • European Grouping of Territorial Cooperation (EGTC)
  • International organisation, European Economic Interest Grouping (EEIG)
  • Civil society
  • Hospitals and medical centres
  • Other

Type of aid and economic conditions

The estimated ERDF grant for this first call of proposals is 45 427 486,05€, representing 75% of the total expenditure for the projects.

Moreover, 45% of the Programme budget allocated to thematic priorities. This allocation may be adjusted by the Monitoring Committee in line with the needs of the Programme.

Requirements

  • Projects must comply with the Programme guidance.
  • It is recommended to foresee around 5 WPs and no more than 8.
  • The duration of the project must be 36 months.
  • Projects must include at least one partner from each member state (4) of the area of cooperation covered by the programme and a of 12 partners.

Route for processing
